In a coast city attacked by hurricane currently, the mayor Wu Gang receives a terrifying call from the head of a criminal bang named Lu Tiangang at eight o’ clock in the morning. He claims that they have made clear of the location of the huge secret underground ammunition warehouse which was left by Kuomintang when they fled from the mainland more than fifty years ago. If their cahoot nicknamed “black vulture” who is actually a drug smuggler is not released within twenty-four hours, they will ignite the ammunition warehouse and destroy the whole city.
Wu Gang takes it seriously and immediately he calls in the relative experts to carry out the investigation and to discuss the resolution.
Meanwhile, Wu Gang’s wife is detained by police duo to the suspicion of bribery. The vice SEC Zhong Ping is lost in thought to witness the affire…
In order to beat the criminal bang and avoid the serious explosion, Wu Gang pretends to accept the requirements provided by the criminals. He organized staff secretly to try their best to prevent the serious explosion. Worse more, a foreign ship carrying dangerous goods does not obey the voyage rules. The sailors on it set a fire carelessly. The fire leads to the damaged temperature-controlling system which results in the rapid rising of the temperature. The danger of a serious explosion can occur at any time. It happens that Wu Gang’s wife Zhao Mei is suddenly committed with suicide when she is separated to get checkup. Zhong Ping’s son Zhong Lei hears the news on the serious explosion by accident and he sends the news out through internet. The whole city is lost in horror right away. With nothing else to do, the alarm is sounding around the whole city. The largest withdraw from the city begins…
